The Consortium Ukrainian Number and Address Operation Center (UNAOC) was founded on December 20, 2007.
Today the Consortium includes 7 companies:
- Ukrainian Network Information Center (UANIC), Inc., Administrator of the .УКР IDN ccTLD (admin-c role in IANA database) and Administrator of the Ukrainian ENUM 0.8.3.e164.arpa domain (admin-c role in RIPE database)
- Technical Center of Internet LLC (TCI), Technical Administrator of the .УКР IDN ccTLD (tech-c role in IANA database). In March 2014, TCI has been elected to position of the Technical Administrator of the Ukrainian ENUM 0.8.3.e164.arpa domain (tech-c role in RIPE database), development of Registry core software
- Astelnet LLC, ISP, hosting services, software development
- S-Byte LLC, IT integration, Information Security, IT consulting, WEB-development
- Inteli-Soft LLC, fixation measures and defense systems for intellectual property rights and copyright in the Internet, development relevant software
- Hostmedia LLC, development of algorithms of the portability systems and intellectual property protection, the development of a legal framework for the introduction of new services
- Convergent systems LLC, development architecture of the Registries and convergent services
In 2016 the Consortium has submitted the application to joint ITU-D and received the confirmation of the State Communication Administration.
In the work of the Consortium are involved the staff of the participants of Consortium — more than 43 professionals who carry out management and marketing activity, development of the software and technical solutions, technical and administrative support of the implemented decisions, current support and upgrade of the developed software.
UNAOC took participation in the development of the mobile and fixed number portability systems, system of the maintenance IMEI/EIR. The specialists of UNAOC took part and has experience in creation and development of relevant Ukrainian legislation and electronic communication regulatory framework.
In 2013 UNAOC submitted a bid to implementation MNP service in Ukraine and in cooperation with Technical Center of Internet LLC won the national Contest. But the changed circumstances in economy of Ukraine forced to simplify considerably the scheme of implementation and to announce the new Contest.
At present time Consortium and his participants basing on common possibilities has submitted applications and takes part and in preparing to few Contest regarding of supply and implementation MNP and IMEI systems.
The employees of Consortium have more than 20-year-old experience in the telecommunication market, knowledge of telecommunications, networks on the basis of the SS7/IP technologies; experience of passing and receiving certification of registers – ICANN Accredited Registrar; international experience and recognition as chairman and participants of the working groups, program committee, working panels, and workshops of the ITU, RIPE, ICANN, IETF.

In order to solve the current tasks the Consortium has the following resources of its participants:
- the seven technical sites in the different, separated data-centers around of the world;
- independent data-centers in the Kiev and Kharkov;
- the subsystem of DNS-servers responding high level technical requirements ICANN/IANA;
- the service of the Help Desk in mode 24*7*365;
- the qualified employees who have more than 20-year-old experience in the telecommunication market, knowledge of telecommunications, networks on the basis of the SS7/IP technologies; experience of passing and receiving certification of registers – ICANN Accredited Registrar; international experience and recognition as chairman and participants of the working groups, program committee, working panels, and workshops of the ITU, RIPE, ICANN, IETF;
- the qualified experts who have more than 10-years-old experience on development and implementation of the the solutions for national mobile roaming, number portability, IMEI, ENUM, personal and nomadic numbers solutions.
The Consortium is provided necessary technical and financial resources and is one of most technically developed companies in the electronic communication market.
Currently the Consortium is developing seven projects related to the progress of new and converged services in the electronic communications market.
We provide:
- confidentiality and non-disclosure of any information about the customers, subscribers and Telcos;
- preservation of confidential information about the services and the transactions/operations of any Telco or system Administrator;
- non-participation in the current executive activities of the shareholder companies;
- the absence of any interest, financial or otherwise, that could violate the requirements of neutrality in relevant of the any companies.
